A decision on whether they would participate in the closing ceremony had not yet been made, McLeod added. Negative response from Moscow The IOC decision has not gone down well with the Kremlin. Punish the athletes by all means IOC. So many Russian athletes, classically trained pianists, opera singers, and others have left Russia in the past few years.

I think safe to say this force some athetlics go to country to compete there is loophole on this
