SANTA BARBARA, Calif. (KABC) -- A ruptured 24-inch pipeline spilled oil into the ocean off Refugio State Beach, about 20 miles west of Santa Barbara, which spread across 4 miles of coastline.
A citizen reported the leak at about noon Tuesday coming from the pipeline off the 101 Freeway. The pipeline, owned by Santa Maria-based Plains All-American Pipeline, was on land, and the oil flowed from land into the ocean.
The pipeline was later secured and the leak was stopped, Santa Barbara County Office of Emergency Management officials said.
The U.S. Coast Guard was monitoring clean-up operations. A commercial oil spill response company has begun clean-up, Coast Guard officials said.

Refugio State Beach oil spill: Massive cleanup ahead
SANTA BARBARA, Calif. (KABC) -- A massive cleanup job is getting underway Wednesday at Refugio State Beach in Santa Barbara County, where a ruptured pipeline spewed oil into the ocean.
Initial estimates put the spill at about 21,000 gallons Tuesday, but that number could change after crews get a better look from the air.
The spill spans about 4 miles of coast, and there is concern that stretch will increase 2-4 miles due to surf and wind.

The entire Manhattan Beach coastline outside Los Angeles is still closed today after globs of an oily substance washed up onto its shores.
The tar-like material began appearing Wednesday afternoon and spread out across 6.5 miles of coastline, according to the U.S. Coast Guard. The source of the material is not yet known.
"We are continuing to analyze the beaches and try to determine the source of the tar balls and tar patties that washed up on shore yesterday," Charlene Downey, the on-scene coordinator for the U.S. Coast Guard, said during a press conference.
"We do have crews on scene," Alexia Retallack , a spokesman for the California Department of Fish and Wildlife, told ABC News today. Officials have begun testing the substance to determine its source but do not expect the results to become available for at least a day.
"It does take time to get those sent to the labs and analyzed so it could be a few days to a week," Downey said.
