The Israeli cabinet holds its weekly session Sunday April 17, on the Golan. Prime Minister Benyamin Netanyahu will visit Moscow on Thursday, April 21 to meet with Russian President Vladimir Putin and to launch the most important battle of his political career, and one of Israel’s most decisive contests of the last 10 years: the battle over the future of the Golan Heights.
Debkafile’s intelligence sources and its sources in Moscow report exclusively that Israel’s top political leaders and military commanders were stunned and shocked last weekend when they found out that US President Barack Obama and Russian President Vladimir Putin have agreed to support the return of the Golan to Syria. The two presidents gave their top diplomats, Secretary of State John Kerry and Foreign Minister Sergei Lavrov, the green light to include such a clause in a proposal being drafted at the Geneva conference on ending the Syrian civil war.
Israel captured the Golan from the Syrian army 49 years ago, during the Six-Day War in 1967 after the Syrian army invaded Israel.
In 1981, during the tenure of then Prime Minister Menachem Begin, Israel passed a law defining the Golan as a territory under Israeli sovereignty. However, it did not state that the area belongs to Israel.
While Israel was preparing for a diplomatic battle over the future of Jerusalem, Judea and Samaria, Obama and Putin decided to deal a diplomatic blow to Israel and Netanyahu’s government on an unexpected issue, the Golan.

United States 'doesn't consider the Golan a part of Israel'

The United States does not consider the Golan Heights to be a part of Israel, State Department spokesperson John Kirby stressed on Monday, a day after Prime Minister Binyamin Netanyahu vowed the Golan Heights "will forever remain under Israeli sovereignty."
"The U.S. position on the issue is unchanged," Kirby told reporters during a daily briefing at the State Department in Washington, according to Haaretz.
"This position was maintained by both Democratic and Republican administrations. Those territories are not part of Israel and the status of those territories should be determined through negotiations. The current situation in Syria does not allow this," he added.
On Sunday, the Israeli cabinet held a special meeting on the Golan Heights and Netanyahu opened the meeting with a declaration that “the Golan Heights will always remain under Israeli control."
The Prime Minister also called upon the international community to recognize Israel’s control of the territory.

Arab League, U.S., Germany Reject Israel’s Golan Heights Affirmation

The Arab League has denounced Israel’s “escalation” over control in the Golan Heights, while Germany and the United States also rejected Israeli claims on the strategic territory.
Israel’s cabinet held its weekly meeting in the Golan on Sunday to affirm the Jewish state’s sovereignty in the area.
“Israel will never come down from the Golan Heights….In the 49 years Israel has controlled the Golan, it has been a place of peace and prosperity. Israel today is the solution, not the problem,” Israeli Prime Minister Benjamin Netanyahu said.
On Monday, Arab League General-Secretary Nabil al-Arabia said Netanyahu’s comments marked “a new escalation that represents a brazen violation of international law.”
At the same time, Germany’s Foreign Ministry on Monday said that Israel’s decision to unilaterally maintain control over the Golan Heights would violate international law. German Foreign Ministry spokesman Martin Schaefer said it is “a basic principle of international law and the U.N. charter that no state can claim the right to annex another state’s territory just like that.”

EU rejects Netanyahu's comments on the Golan Heights

The European Union (EU) on Tuesday joined in on the criticism of Prime Minister Binyamin Netanyahu’s statement that the Golan Heights will remain under Israeli sovereignty.
Federica Mogherini, the EU foreign policy chief, reaffirmed that the body does not recognize Israeli sovereignty in the Golan Heights, according to the AFP news agency.
“The EU recognizes Israel within its pre-1967 boundaries, regardless of the [Israeli] government’s claims on other areas, until a final settlement is reached,” Mogherini said as she spoke before a Brussels-based meeting of international donors who convened to support of the Palestinian economy.
“This is a shared position reaffirmed by the European Union and its member states,” she stressed.

Islamic nations call emergency meeting on Golan Heights ‘escalation’

The world’s largest body of Islamic nations has called for an emergency meeting over statements made last week by Prime Minister Benjamin Netanyahu that Israel would never relinquish control over the Golan Heights.
The Organisation of Islamic Cooperation will meet Tuesday at its headquarters in Jeddah, Saudi Arabia, to discuss “Israeli escalation against the occupied Syrian Golan,” joining others in the region to express alarm over Netanyahu’s declaration
During a cabinet visit to the area last Sunday, Netanyahu said that Israel does not oppose current efforts to reach a political agreement to end the Syrian civil war, but that Israel’s boundary line with the country will not change, referring to Jerusalem’s hold on the plateau.
“I convened this celebratory meeting in the Golan Heights to send a clear message: The Golan will always remain in Israel’s hands. Israel will never withdraw from the Golan Heights,” he declared.
In a statement released Sunday, the 57-member OIC called the comments “provoking acts” and said they considered them “a serious escalation and flagrant violation of the Resolutions of international legitimacy and International Law.”

UN Council Voices Alarm At Israeli Statements On Golan Heights

The United Nations Security Council on Tuesday unanimously voiced alarm over Israeli statements about the Golan Heights on Syria’s border with Israel, a declaration that elicited a sharp response from Israel.
Earlier this month Prime Minister Benjamin Netanyahu said Israel would never relinquish the Golan Heights, in a signal to Russia and the United States that the strategic plateau should be excluded from any deal on Syria’s future.
“Council members expressed their deep concern over recent Israeli statements about the Golan, and stressed that the status of the Golan remains unchanged,” China’s U.N. Ambassador Liu Jieyi, president of the 15-nation Security Council this month, told reporters after a closed-door meeting.
He added that council resolution 497 of 1981 made clear that Israel’s decision at the time to impose its laws, jurisdiction and administration in the Golan was “null and void and without international legal effect.”

Jerusalem returns fire at UN over the Golan Heights

Jerusalem on Wednesday morning responded to the UN Security Council statement from the day before, according to which the Council rejects that the Golan Heights will remain Israeli.
The Security Council statement came as a rejection of Prime Minister Binyamin Netanyahu's declaration that the Golan will always stay in Israeli hands, made earlier this month at an historic Cabinet meeting in the region that was liberated in the 1967 Six Day War.
In response to the Council's backlash, the Israeli Foreign Ministry on Wednesday morning condemned its statement as being disconnected from the reality on the ground.
"The statement of the Security Council ignores the reality in Syria," said the Foreign Ministry in a statement.
"Who is Israel supposed to hold negotiations with on the future of the Golan, Da'esh (Islamic State)? Al Qaeda? Hezbollah? The Iranian and Syrian forces who slaughtered hundreds of thousands of people?"

The Bashar al-Assad regime is outraged. So angry, in fact, that on Tuesday it asked the UN Security Council to do something. And the council, including America, finally agreed on something regarding Syria: It must get back the Golan Heights from Israel.
Not Raqqa, the capital of the ISIS caliphate, nor ancient Palmyra. Not northeast Syria, owned by the Kurds, nor the Syrian heartlands controlled by the al Qaeda-affiliated al-Nusra Front. And not the enclaves ruled by Druze and various warlords.
Nah. After all, what are half a million lost Syrian lives compared to Syria’s wounded pride over events of a half-century ago?
The Golan, which Israel annexed shortly after winning in a 1967 defensive war, is the itch that the Assad clan keeps scratching.

During their momentous Washington meeting on Wednesday, Israeli Prime Minister Benjamin Netanyahu reportedly asked President Donald Trump to give official American recognition to Israel’s sovereignty over the Golan Heights, the mountainous northern region that Israel captured from Syria in the Six-Day War.
Netanyahu told reporters at a Blair House briefing after the meeting with Trump that the president had not seemed surprised or fazed by the request, seeming to indicate that the new administration might take a more favorable view towards the issue than previous White House inmates.
“His reaction was not earth shattering,” he said.
