Obama plans in tatters as Saudi king, most Gulf leaders to skip summit

It is not just the Saudi king who will be skipping this week’s Camp David summit of US and allied Arab leaders. Most Gulf heads of state won’t be there.
US President Barack Obama had invited six Gulf kings, emirs and sultans to the presidential retreat at Camp David, seeking to shore up wavering trust while Washington negotiates with regional power Tehran. Obama’s plans now lie in tatters, with only two heads of state slated to attend the Thursday meeting.
The absences will put a damper on talks that are designed to reassure key Arab allies, and almost certainly reflect dissatisfaction among leaders of the six-member Gulf Cooperation Council with Washington’s handling of Iran and what they expect to get out of the meeting.
Saudi Foreign Minister Adel al-Jubeir announced late on Sunday that newly installed King Salman will not be attending. The ostensible reason was because the upcoming summit on Thursday coincides with a humanitarian ceasefire in the conflict in Yemen, where a Saudi-led coalition is fighting Shiite rebels known as Houthis.

Saudi King Salman’s last-minute cancellation of his White House summit with US President Obama and his decision to send Crown Prince Mohammed bin Nayef in his place, is seen as a calculated snub for the president’s policies on Iran and the Middle East. Two senior Gulf rulers then opted out of the Camp David summit Obama scheduled for Wednesday, May 13 at Camp David: Bahrain’s King Hamad bin Isaa Al Khalifa and UAE Crown Prince Sheikh Mohamed bin Zayed Al-Nahyan, leaving only the rulers of Qatar and Kuwait.
Saudi Foreign Minister Adel al-Jubeir announced Monday, May 12, that the king could not make the one-on-one White House summit Tuesday, May 12, because the five-day humanitarian truce in Yemen was due to start on that day.
But every informed source agrees that this was just an excuse to back out of the promise made to US Secretary of State John Kerry, when he visited Riyadh last week, that he would attend both the White House and the Camp David events.”
Gulf sources reported that Obama’s Gulf summit teetered after Kerry failed to sell King Salman the president’s plan for a new US-led regional defense system for guarding against Iranian missiles. It was to be a shared response to Iran’s nuclear program and regional expansion, and allay Gulf allies’ concerns over the forthcoming nuclear deal with Tehran.
But Kerry informed Riyadh that Obama would not be ready to sign a written regional defense pact between the US and the Gulf Cooperation Council at the Camp David summit, as some Gulf rulers had insisted.

Arab Leaders Rebuff Obama Invitation to Talk About Iran

The Obama Administration was left somewhat red-faced when all but two Gulf State leaders turned down his invitation to visit Camp David this Thursday and discuss the nuclear deal being negotiated between Iran and America.
Washington had hoped to use the gathering to assuage mounting Arab concerns that the US and its Western allies were being duped into giving Iran exactly what it wants, while failing to adequately ensure the Islamic Republic’s nuclear program is halted.
It was a prestigious invitation that nevertheless met with what some commentators are calling a subtle, but scornful rebuff.
