Israel has been dealing with drought conditions for decades, so it's dropping some knowledge on California.
According to USA Today, the change in Israel revolved around recycling drinking water, desalination and education.
To truly save water, Former director of the Israel Water Authority Uri Shani says government officials "first had to convince people water is a commodity and not unlimited."
Rules in Israel include water quotas for residents and the reuse of household wastewater. It also has multiple desalination plants.
One such desalination plant is being built in the Carlsbad-area.
